Achieving a fundamental level of accessibility means that we must move away from traditional approaches where accessibility is considered at the end of the design process. This requires that we consider accessibility from scratch and recognise that this is a process and not a product. By building on recognised Design For All methodologies, systems should be built in such a way that the mainstream solution should be easily adaptable and extensible.

14:00-15:30 Session 2: Learning Technologies & Standards

This session will examine recent developments in learning technologies and examine in detail some of the emerging standards and content creation possibilities offered by wider platform and network convergence. This session will consider several projects (ALPE, TILE, eu4all) and related standards activities (such as IMS accLIP) and provide some ideas for using these results within publishing environments.

Despite the repeated promise of accessibility on a broad scale, after more than two decades we still face the same situation and can see more or less no further than prototypes and initiatives. Mainstream publishing and service provision for people with disabilities are still working independently. We want to highlight why such initiatives fail; what and where are the impediments to convergence; and why promising and powerful technical R&D results are not taken up in practice.

There are a growing number of reasons for considering accessibility related issues within publishing production and value chains. In many cases, the greater attention to structured digital content that this requires can also offer added value to digital content. Similarly, the re-use of structured digital content provides a sound basis for related activities such as archiving, content re-aggregation and personalisation. The convergence between production and consumption is also reflected in new approaches to content processing which can offer excellent opportunities to open new value chains and extend existing markets.
